I use WPML (http://wpml.org/) to create bilingual WordPress sites here in Quebec – it’s the most complete solution I know of for managing multilingual WordPress. It’s commercial, but very much worth the price (and free if you become a client of someone with a developer license of their own).

I’m a big fan, but no, I don’t work for them or get an affiliate fee 🙂
